     1. Strike Senate Public Affairs Committee Amendment No. 3.

     2. On page 5, between the lines 17 and 18, insert the following new subparagraphs:

                "(a) a prospective contractor, if the prospective contractor is a natural person; or

                (b) an owner of a prospective contractor;".
