    1. On page 1, line 23, strike "but not prohibited" and insert in lieu thereof "or restricted" and after "a" insert "county or".

    2. On page 2, lines 1 and 2, strike ", effective after July 1, 1978,".,

and thence referred to the JUDICIARY COMMITTEE.
