Mr. Speaker:

 

    Your JUDICIARY COMMITTEE, to whom has been referred

 

SENATE JUDICIARY COMMITTEE SUBSTITUTE

FOR SENATE BILL 931, as amended

 

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

 

     1. Strike all senate judiciary committee amendments.

 

     2. Strike Senate Floor Amendments 1 and 2.

 

     3. On page 2, line 6, strike "familial relationship" and insert in lieu thereof "family relationship or close personal relationship".

 

     4. On page 3, line 5, strike "that", strike all of lines 6 and 7 and insert in lieu thereof:

 

"to be used by the state or a political subdivision of the state, including travel, subsistence and related expenses accepted by a state agency in connection with a state officer's or employee's official duties that take place away from the state official's or employee's station of duty;".

 

     5. On page 3, line 12, strike "or other activities that are" and insert in lieu thereof "that is".

 

     6. On page 3, line 13, after the semicolon insert "or".

 

     7. On page 3, strike lines 14 through 18 and insert in lieu thereof a new Paragraph (10) to read:

 

                "(10) a retirement gift;".

 

     8. On page 4, strike the remainder of line 13 after "or", strike all of line 14, strike line 15 up to the semicolon and insert in lieu thereof "a client of a lobbyist with respect to matters within the donee's jurisdiction".

 

     9. On page 5, lines 2 through 12, strike Subsections B and C in their entirety and insert in lieu thereof a new Subsection B to read:

 

          "B. A lobbyist registered with the secretary of state, the lobbyist's employer or a government contractor shall not donate gifts of an aggregate market value greater than one thousand dollars ($1,000) in a calendar year to any one state officer or employee or to any one candidate for state office.".

 

     10. Reletter the succeeding subsection accordingly.

 

     11. On page 5, strike the remainder of line 19 after the period and strike lines 20 through 22.
