AN ACT

MAKING APPROPRIATIONS FOR READING PROGRAMS FOR ELEMENTARY SCHOOL TEACHERS.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     Section 1. APPROPRIATIONS.--

          A. Two hundred fifty thousand dollars ($250,000) is appropriated from the general fund to the board of regents of the university of New Mexico for expenditure in fiscal year 2008 for the college of education to develop a course on how to teach reading at the elementary school level that features age-appropriate stories that are fully decodable and written sequentially to build on phonetic concepts taught through controlled vocabulary, syntax and semantics that put students' emerging decoding and comprehension strategies into immediate action. Any unexpended or unencumbered balance remaining at the end of fiscal year 2008 shall revert to the general fund.

          B. One hundred fifty thousand dollars ($150,000) is appropriated from the general fund to the public education department for expenditure in fiscal year 2008 for professional development for elementary school teachers on how to teach reading at the elementary school level that features age-appropriate stories that are fully decodable and written sequentially to build on phonetic concepts taught through controlled vocabulary, syntax and semantics that put students' emerging decoding and comprehension strategies into immediate action. Any unexpended or unencumbered balance remaining at the end of fiscal year 2008 shall revert to the general fund.
