    Your FINANCE COMMITTEE, to whom has been referred

SENATE BILL 710

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 4, line 15, strike "PROJECT" and insert in lieu thereof "PROJECTS".

    2. On page 4, strike lines 16 through 21 and insert in lieu thereof:

    "The following amounts are appropriated from the general fund to the capital program fund for expenditure in fiscal years 2007 through 2011, unless otherwise provided in Section 1 of this act, for the following purposes:

         1. nine hundred fourteen thousand dollars ($914,000) to plan, design, construct and improve the labor department Tiwa building in Albuquerque in Bernalillo county;

         2. two hundred fifty thousand dollars ($250,000) to plan, design and construct improvements to infrastructure at the Santa Teresa port of entry in Dona Ana county; and 

         3. three million dollars ($3,000,000) to plan, design, construct, renovate and equip a substance abuse treatment center in Los Lunas in Valencia county.".

    3. On page 5, line 21, strike "and" and on line 24, strike the period and insert in lieu thereof "; and".

    4. On page 5, between lines 24 and 25, insert the following new subsection to read:

         "8. four hundred thirty-four thousand dollars ($434,000) to purchase bookmobiles for use statewide.".

    5. On page 39, line 18, strike "and" and on line 21, strike the period and insert in lieu thereof a semicolon.

    6. On page 39, between lines 21 and 22, insert the following new subsections to read:

         "4. one million dollars ($1,000,000) to provide telemetric water metering for the Elephant Butte irrigation district in Sierra county; and  

         5. one million dollars ($1,000,000) to repair and rehabilitate acequia water storage projects statewide.".

    7. On page 41, line 12, strike "and" and on line 16, strike the period and insert in lieu thereof a semicolon.

    8. On page 41, between lines 16 and 17, insert the following new subsections to read:

         "12. five million dollars ($5,000,000) to plan, design and construct a pipeline on the eastern portion of the Navajo Nation in McKinley and San Juan counties; 

         13. one million dollars ($1,000,000) to plan, design and construct the development of Salt Basin water resources in southern New Mexico; and

         14. one million dollars ($1,000,000) to plan, design, construct and acquire rights of way, including technical and engineering studies, for the Ute pipeline sustainable water supply for the eastern New Mexico rural water system.".

    9. On page 43, line 16, strike "and" and on line 19, strike the period and insert in lieu thereof "; and".

    10. On page 43, between lines 19 and 20, insert the following new subsection to read:

         "14. one million dollars ($1,000,000) to renovate, plan, design, construct, equip and furnish the all Indian pueblo council building in Albuquerque in Bernalillo county.".

    11. On page 70, line 3, strike "and" and on line 6, strike the period and insert in lieu thereof a semicolon.

    12. On page 70, between lines 6 and 7, insert the following new subsections and section to read:

         "190. five million dollars ($5,000,000) to plan, design, construct and equip an equestrian facility in Bernalillo county; and  

         191. two million dollars ($2,000,000) to plan, design, construct and equip a regional physical education facility in Lovington in Lea county.

    Section 21. PUBLIC SCHOOL RENOVATIONS--PUBLIC SCHOOL CAPITAL OUTLAY COUNCIL--GENERAL FUND.--Two million dollars ($2,000,000) is appropriated from the general fund to the public school capital outlay council for expenditure in fiscal years 2007 through 2011, unless otherwise provided in Section 1 of this act, to plan, design, construct and renovate schools using energy-efficient, effective and high-performance sustainable building standards statewide.".

    13. Renumber the succeeding sections accordingly.

    14. On page 84, line 22, strike "and" and on page 85, line 1, strike the period and insert in lieu thereof "; and".

    15. On page 85, between lines 1 and 2, insert the following new subsection to read:

         "6. five hundred thousand dollars ($500,000) to renovate Pearson hall at New Mexico military institute in Roswell in Chaves county.".

    16. On page 85, line 11, strike "and" and on line 14, strike the period and insert in lieu thereof "; and".

    17. On page 85, between lines 14 and 15, insert the following new subsection to read:

         "3. six hundred seventy-eight thousand dollars ($678,000) to purchase and install equipment and furnishings for the DNA sequencer project at the New Mexico institute of mining and technology in Socorro in Socorro county.".

    18. On page 89, between lines 12 and 13, insert the following new section to read:

    "Section 31. NORTHERN NEW MEXICO STATE SCHOOL LAND ACQUISITION--NORTHERN NEW MEXICO STATE SCHOOL--GENERAL FUND.--Three million dollars ($3,000,000) is appropriated from the general fund to the board of regents of northern New Mexico state school for expenditure in fiscal years 2007 through 2011, unless otherwise provided in Section 1 of this act, to purchase land to accommodate expansion for the Espanola campus of northern New Mexico state school in Rio Arriba county, contingent on an equal match from an economic development administration grant.".

    19. Renumber the succeeding sections accordingly.
