Mr. Speaker:

    Your CONSUMER AND PUBLIC AFFAIRS COMMITTEE, to whom has been referred

HOUSE BILL 727

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

     1. On page 1, line 13, before the semicolon insert "OF THE INTERAGENCY BEHAVIORAL HEALTH PURCHASING COLLABORATIVE".

     2. On page 2, line 12 through page 3, line 5, strike Subsection A in its entirety and insert in lieu thereof the following new subsection:

          "A. There is created the "interagency behavioral health purchasing collaborative" consisting of the secretaries of aging and long-term services, Indian affairs, human services, health, corrections, children, youth and families, finance and administration, labor, public education and transportation; the directors of the administrative office of the courts, the governor's commission on disability and the New Mexico health policy commission; the executive directors of the New Mexico mortgage finance authority and the developmental disabilities planning council; the chair of the vocational rehabilitation division of the public education department; and the governor's health policy coordinator or their designees.".

     3. On page 7, line 12, after the period, strike the remainder of the line, strike line 13 in its entirety and strike line 14 through the period and insert in lieu thereof:

"The consolidated behavioral health budget request shall account for requested funding for the behavioral health services program at the human services department and any other requested funding for behavioral health services from agencies identified in Subsection A of this section that will be used pursuant to Paragraph (5) of Subsection D of this section.".

          4. On page 7, line 18, strike "behavioral health services" and insert in lieu thereof "the collaborative".

          5. On page 7, lines 20 and 21, strike "and the behavioral health services division".

          6. On page 8, line 8, after "services" insert "by race, gender and ethnicity".

          7. On page 8, line 9, strike "the most frequently treated diagnoses,".,

and thence referred to the HEALTH AND GOVERNMENT AFFAIRS COMMITTEE.
