    Your CONSUMER AND PUBLIC AFFAIRS COMMITTEE, to whom has been referred

HOUSE BILL 538

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

     1. On page 1, line 22, strike ", D and F" and insert in lieu thereof "and E".

     2. On page 2, line 5, after the semicolon insert "and".

     3. On page 2, strike lines 6 through 11 in their entirety.

     4. Renumber the succeeding paragraph accordingly.

     5. On page 2, line 13, after "options", strike the remainder of the line, strike line 14 in its entirety and strike line 15 through the comma.

     6. On page 2, line 15, strike the colon, strike lines 16 through 20 in their entirety and insert in lieu thereof:

     ", and the customer agrees to pay:

                     (a) a minimum of twenty-five percent of the customer's current charges for each month during the heating season in addition to any assistance provided by the low-income home energy assistance program that has been applied to the customer's utility bill and past due charges in monthly installments in addition to the current monthly charges due based on a monthly payment plan entered into with the utility; or".

     7. On page 2, line 21, before "a" insert "pursuant to" and on line 22 insert a comma after "utility" and a comma after "commission".

     8. On page 3, line 1, strike "(3)" and insert in lieu thereof "(2)".

     9. On page 3, line 10, strike "Subparagraph (a) of Paragraph (3)" and insert in lieu thereof "Subparagraphs (a) and (b) of Paragraph (2)".

     10. On page 3, strike lines 18 through 21 in their entirety.

     11. Reletter the succeeding subsections accordingly.

     12. On page 3, line 24, after "disconnected" insert "during the nonheating season".

     13. On page 4, line 7, after "in" strike the remainder of the line, strike lines 8 and 9 in their entirety and insert in lieu thereof "the amount of at least four million dollars ($4,000,000).

     14. On page 4, line 11, after "assistance" insert "and if the customer requests".

     15. On page 5, line 3, strike "people" and insert in lieu thereof "customers".

     16. On page 5, strike line 6 in its entirety.

     17. Reletter the succeeding subparagraphs accordingly.

     18. On page 5, line 7, strike "repayment" and insert in lieu thereof "payment".,

and thence referred to the APPROPRIATIONS AND FINANCE COMMITTEE.
