     1. On page 2, line 11, under the General Fund column strike the money amount and insert in lieu thereof "2,303,175.3".

 

     2. On page 4, line 2, strike "four and one-quarter" and insert in lieu thereof "seven".

 

     3. On page 4, line 6, strike "four and one-quarter" and insert in lieu thereof "seven".

     "The general fund appropriation for the state equalization guarantee distribution contains sufficient funding to provide an additional one-tenth percent increase in the employer contribution to the educational retirement fund, contingent on the enactment into law of legislation of the first session of the forty-eighth legislature to increase the employer contribution to the educational retirement fund by one-tenth percent.".

 

     9. On page 5, between lines 17 and 18, insert:

 

     "Any unexpended or unencumbered balance in the authorized distributions remaining at the end of fiscal year 2008 from appropriations made from the general fund shall revert to the state- support reserve fund.".

     "The general fund appropriation for the transportation distribution includes three hundred thirty-six thousand six hundred dollars ($336,600) for transporting students enrolled in kindergarten plus programs approved by the public education department and four hundred fifty thousand dollars ($450,000) for transporting children enrolled in pre-kindergarten programs approved by the public education department, contingent on the enactment into law of Senate Bill 72 or similar legislation of the first session of the forty-eighth legislature.".

 

     13. On page 6, line 3, under the General Fund column strike the money amount and insert in lieu thereof "2,000.0".

    26. On page 7, between lines 24 and 25, insert:

 

    "The general fund appropriation to the public education department for the after-school enrichment program includes eight hundred thousand dollars ($800,000) to be divided equally among Gadsden middle school in the Gadsden independent school district, Laguna-Acoma middle school in the Grants-Cibola county school district and Grant middle school and Wilson middle school-Native American community academy in the Albuquerque public school district, contingent on receipt of matching funds from sources other than the state.

 

    The general fund appropriation to the public education department for truancy and dropout prevention includes two hundred thirty thousand dollars ($230,000) to the second judicial district court for truancy court.

 

    The general fund appropriation to the public education department for regional education cooperatives is to be used for temporary cash flow assistance. The public education department may advance amounts to one or more regional education cooperatives upon a finding that the cooperative is in compliance with state and federal financial reporting requirements, including submission of timely quarterly reports, is otherwise financially stable and has adequately justified a need for the advance. A regional education cooperative shall return the general fund advance to the public education department by June 30, 2009. Funds returned to the public education department shall not revert to the general fund and shall remain available for advances to regional education cooperatives in fiscal year 2009.

 

    The general fund appropriation to the public education department for rural education/community revitalization does not include support for travel outside the continental United States.

 

    In selecting and allocating funds for programs for school improvement, the secretary of public education shall offer a range of options, including programs chosen by schools that show evidence of having improved student achievement, or research indicating that they will be successful if implemented.

 

    The general fund appropriation to the public education department for the cyber academy for Rio Rancho high school, the regional education cooperative distance learning networks and the statewide cyber academy are contingent on the enactment into law of House Bill 201 or similar legislation of the first session of the forty-eighth legislature.

 

    The general fund appropriation to the public education department for the kindergarten-three plus program is contingent on the enactment into law of House Bill 198 or similar legislation of the first session of the forty-eighth legislature.

 

    The general fund appropriation to the public education department for the college/workplace readiness assessment system is contingent on the enactment into law of House Bill 584 or similar legislation of the first session of the forty-eighth legislature.

 

    The general fund appropriation to the public education department for career cluster curricula development shall require the department to partner with the higher education department, the office of workforce training and development, trade organizations and public schools to create a framework that integrates core academic standards with career cluster benchmarks in critical areas of unmet need so that local education agencies at the secondary level and post-secondary level can develop curricula that respond with meaningful programs to prepare students for the future work force with necessary skills.

 

    The general fund appropriations to the public education department for professional development stipends and leadership turnaround specialists are contingent on the enactment into law of House Bill 68 or similar legislation of the first session of the forty-eighth legislature.

 

    The general fund appropriation to the public education department for the instructional support provider framework is contingent on the enactment into law of House Bill 199 or similar legislation of the first session of the forty-eighth legislature.

 

    The general fund appropriation to the public education department for the New Mexico school for the arts is contingent on the enactment into law of House Bill 260 or similar legislation of the first session of the forty-eighth legislature.

 

    The general fund appropriation to the public education department for emergency supplemental shall be distributed to public school districts experiencing budget shortfalls resulting from public school funding formula distribution for small districts or other verifiable operational needs. Eligible school districts shall apply to the department for funding and document the need for the additional funds.".

    To the board of regents of eastern New Mexico university to establish a core curriculum framework that supports the selection or development and implementation of a challenging, sequential curriculum at the kindergarten through grade six level in public schools to prepare all students for pre-advanced placement and advanced placement courses in grades seven through twelve.

 

    NEW MEXICO STATE UNIVERSITY:                            250.0

 

    To the board of regents of New Mexico state university for the school of hotel, restaurant and tourism management to conduct a statewide certification program in culinary arts education for public high school students.

 

    NEW MEXICO HIGHLANDS UNIVERSITY:                        650.0

 

    To the board of regents of New Mexico highlands university for the center for the education and study of diverse populations to provide technical assistance and training for schools and school districts in standards-based instruction and sheltered English instructional strategies.

 

    PUBLIC SCHOOL READING PROFICIENCY FUND:               3,000.0

 

    To the public school reading proficiency fund to make competitive awards to public schools and school districts to implement plans that include scientifically based literacy programs in middle and high schools.

 

    STATE-SUPPORT RESERVE FUND:                           5,000.0

 

    To provide money in the fund in order to ensure that the distribution for the state equalization guarantee established in law is not reduced due to a reduction in credits used in the calculation of the distribution.

 

    ENERGY, MINERALS AND NATURAL RESOURCES DEPT:            500.0

 

    To the energy, minerals and natural resources department for the state parks division to fund a statewide program in collaboration with the public education department to use the state's natural and cultural resources to provide students with learning opportunities that address state content standards.

 

    COMPUTER SYSTEMS ENHANCEMENT FUND:                   11,690.0

 

    For information technology systems projects.

 

    PUBLIC EDUCATION DEPARTMENT:                          2,590.0

 

    To continue the implementation of the student and teacher accountability reporting system. The appropriation includes one term full-time-equivalent position to facilitate data sharing initiatives with the higher education department.

 

    HIGHER EDUCATION DEPARTMENT:                          8,850.0

 

    To fund innovative digital education and learning in New Mexico, including administration, information technology and maintenance costs. The appropriation includes seventy-five thousand dollars ($75,000) to prepare teachers in Clovis, Hobbs, Las Cruces and Alamogordo to provide an individualized web-based robotic learning system to increase student achievement in mathematics and science. The appropriation is contingent on enactment into law of House Bill 201 or similar legislation of the first session of the forty-eighth legislature.

 

    HIGHER EDUCATION DEPARTMENT:                            250.0

 

    For a contract to map unique student identifier information maintained in the student and teacher accountability reporting system at the public education department and student information systems used by institutions of higher learning in order to identify a student's progress from kindergarten through post-secondary education. The contract shall include the development of or enhancement to the database at the higher education department currently used to capture student information from institutions of higher learning. The appropriation includes one term full-time-equivalent position to assist the department and work with the contractor.

 

    HIGHER EDUCATION DEPARTMENT:                          3,000.0

 

    To the higher education department to partner with the public education department, the office of workforce training and development, representatives of business and others to conduct a marketing and outreach campaign that targets New Mexicans of all ages to create a sense of urgency about completing high school and pursuing post-secondary educational opportunities, emphasizing career clusters.

 

    HIGHER EDUCATION DEPARTMENT:                          2,000.0

 

    To the higher education department to increase early field experiences as an educational requirement for teacher licensure to improve a classroom experience of teacher candidates prior to student teaching, to provide training to improve the supervision of cooperating teachers and their administrators and to establish a model of shared responsibility between the teacher preparation programs and the public schools. The appropriation is contingent on enactment into law of House Bill 68 or similar legislation of the first session of the forty-eighth legislature.

 

    HIGHER EDUCATION DEPARTMENT:                          2,000.0

 

    To the higher education department to be distributed equally to the university of New Mexico, New Mexico state university, San Juan college, Santa Fe community college and Clovis community college for the ENLACE program to increase minority participation in higher education. No more than five percent of the appropriation to each institution shall be used for administrative costs.".
