A RESOLUTION

AMENDING THE SENATE RULES TO PROVIDE FOR THE PREFILING OF LEGISLATION.

 

     WHEREAS, the rules of the senate may be amended by a two-thirds' vote of the senators elected or by a majority vote of the members of the senate upon the recommendation of the senate rules committee;

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF NEW MEXICO that the following senate rules be amended to read:

"11-11    [Every] Each bill, resolution and memorial when prefiled or introduced shall be accompanied by one copy thereof.

11-12     Each bill, resolution and memorial when prefiled or introduced shall be sent to the chief clerk's desk to be taken up in the order in which it was prefiled or introduced, unless the senate directs otherwise."; and

     BE IT FURTHER RESOLVED that the following new senate rule be adopted:

"11-12-1  A senator may prefile legislation by depositing it with the chief clerk between December 15 and 5:00 p.m. on the Friday before a regular session begins. The chief clerk shall log and number prefiled legislation in the order in which it is received. Prefiled legislation shall be printed and distributed as if introduced. Prefiled legislation shall be introduced and referred to committee on the first day of the regular session.".
