A MEMORIAL

REQUESTING A STUDY AND RECOMMENDATIONS REGARDING ADJUSTING AND ESTABLISHING TREATMENT PROGRAMS AND PENALTIES TO REDUCE THE INCIDENTS OF UNDERAGE DRINKING VIOLATIONS.

 

     WHEREAS, underage consumption of alcoholic beverages is a persistent problem in New Mexico; and

     WHEREAS, underage consumption of alcoholic beverages frequently occurs in conjunction with driving while intoxicated, sadly resulting in the death or serious injury of underage drivers and passengers; and

     WHEREAS, over the years the legislature has created programs and appropriated money to various agencies to prevent alcohol abuse and driving while intoxicated, including programs and money aimed at underage consumption of alcohol under the DWI program fund, the Local DWI Grant Program Act and the Family and Youth Resource Act;

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF NEW MEXICO that the interim legislative committee that studies corrections issues study how underage consumption of alcoholic beverages is currently being addressed by the department of health; the children, youth and families department; the traffic safety bureau of the department of transportation; the courts; and other agencies receiving alcohol-abuse-related appropriations and make recommendations to the first session of the forty-eighth legislature about what education or treatment programs, additional penalties or combination of education, treatment and penalties may be appropriate to be put in place by the legislature to reduce the incidents of underage consumption of alcoholic beverages and driving while intoxicated; and

      BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the co-chairs of the New Mexico legislative council.
