A JOINT MEMORIAL
REQUESTING THE DEPARTMENT OF PUBLIC SAFETY TO FORM A PLAN TO OBTAIN AND USE FOR EMERGENCY SERVICES GEOGRAPHIC INFORMATION SYSTEM ADDRESS AND DIGITAL MAPPING DATA AVAILABLE TO LOCAL GOVERNMENTS IN ENHANCED 911 SERVICE AREAS AND TO PROVIDE A WRITTEN COPY OF THE PLAN TO THE APPROPRIATE LEGISLATIVE INTERIM COMMITTEE.
WHEREAS, geographic information system address and digital mapping data provide valuable information for accurate street and address data capture, editing and development; and
WHEREAS, the ability of geographic information system address and digital mapping technology to indicate roads, rights of way and improvements aids in addressing locations with otherwise vague address ranges; and
WHEREAS, geographic information system address and digital mapping technology aids in locating addresses in rural areas that have vague address identification systems; and
WHEREAS, pursuant to the Enhanced 911 Act, local governments in enhanced 911 service areas are required to provide geographic information system address and digital mapping data to public safety answering points; and
WHEREAS, the providers of 911 services within the boundaries of those local governments are critical consumers of geographic information system address and digital mapping data because they must find emergency locations in short amounts of time; and
WHEREAS, access to that data expedites the transportation of emergency service personnel to emergency sites; and
WHEREAS, access to that data might ultimately account for minimization of death and injury; and
WHEREAS, the department of public safety, which often responds to emergency service calls from outside the boundaries of local governments in enhanced 911 service areas, does not have access to the geographic information system address and digital mapping data available to those local governments; and
WHEREAS, the lack of access to that data might result in greater amounts of time spent in locating emergencies and less amounts of time spent in responding to those emergencies;
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the department of public safety be requested to form a plan to obtain and use for emergency services geographic information system address and digital mapping data available to local governments in the state in enhanced 911 service areas; and
BE IT FURTHER RESOLVED that the department of public safety be requested to provide a written copy of that plan to the appropriate legislative interim committee by December 1, 2006; and
BE IT FURTHER RESOLVED that written copies of that plan be filed in duplicate with the legislative council service library; and
BE IT FURTHER RESOLVED that a copy of this memorial be transmitted to the secretary of public safety.
