SUMMARY
Synopsis of Bill
Senate Memorial 11 requests that President Bush be called upon to immediately withdraw New
Mexico’s army and air National Guard from the war in Iraq.
SIGNIFICANT ISSUES
DMA reports the New Mexico National Guard has continuously provided soldiers and airmen as
both individuals and units to support the “global war on terrorism” through operations: Iraqi
Freedom, Noble Eagle and Enduring Freedom since the attacks on the World Trade Center on
September 11, 2001. DMA states that. To date, the organization has generated over 3,000 per-
sonnel to respond to mobilization orders from the National Command Authority. DMA that re-
ports currently 551 personnel on are on deployment orders with 464 deployed in Iraqi.

DMA reports in 2006 all New Mexico National Guard personnel will be recovered to the United
States and returned to state control beginning in late February/early March and finishing in the
November timeframe. DMA reports when ordered to duty by federal authority as part of a mobi-
lization, National Guard members are placed in a federal status and removed from state control.
DMA states 2,536 Army National Guard and Air National Guard personnel that have deployed
and returned to state control to date.
DMA states the New Mexico National Guard acknowledges that policy is the purview of the ci-
vilian leadership and continues to be prepared to serve when and where directed by proper au-
thority. DMA states the department and the New Mexico National Guard have no position re-
garding this memorial.
