Synopsis of Bill
Senate Joint Memorial 17 recognizes August 5, 2006 as “Youth Day” and requests the New
Mexico’s Congressional Delegation to pursue federal recognition of “Youth Day”.
FISCAL IMPLICATIONS
There is no fiscal impact in the proposed Senate Joint Memorial 17.
SIGNIFICANT ISSUES
The Senate Joint Memorial 17 recognizes that New Mexico has more than 500,000 people under
the age of eighteen among its population.
SJM 17 encourages New Mexico’s youths to participate in socially and culturally appropriate
activities which embraces positive behavior by strengthening their bonds with their parents,
guardians, and mentors on “Youth Day”.

New Mexico “Youth Day” would illustrate an imperative role in supporting and recognizing
New Mexico’s youths. This day of recognition could serve New Mexico youth and bridge rela-
tionships between communities and public schools across the state.
New Mexico “Youth Day” could provide positive means of self-expression, strong, confident
and appropriate role models. This could provide a learning experience which would create New
Mexico’s’ youths to become strong leaders of tomorrow.
The recognition of “Youth Day” in New Mexico could lead the nation in providing youth every-
where the support, congratulations, and positive acknowledgement every young persons needs to
achieve their dreams.
In addition, the New Mexico Congressional Delegation is requested to pursue the federal desig-
nation to enact the first Saturday of every August to be “Youth Day.”
PERFORMANCE IMPLICATIONS
There would be some impact on the public Education Department’s (PED) core performance
measures and benchmarks regarding parent involvement, as “Youth Day” could link and
strengthen cohesion between youth, parents and the involvement with public schools. In addi-
tion this would support youth and the Governors initiative in regards to the “Year of the Child”.
