SUMMARY
Synopsis of Bill
Senate Joint Memorial 5 requests that deans of teacher preparation programs at New Mexico
post-secondary educational institutions determine the feasibility of establishing criteria for plac-
ing student teachers with classroom teachers holding a level three-A license. .
SJM 5 further requests that deans report the findings and recommendation of their study to the
Legislative Education Study Committee (LESC) by October 2006.
SJM 5 also requests that copies of this memorial be transmitted to the Director of the LESC and
the deans of teacher preparation programs for appropriate distribution.
FISCAL IMPLICATIONS
SJM 5 contains no appropriation. It is assumed that costs for conduct of the activity will be
borne by existing budget of the participating entities.

SIGNIFICANT ISSUES
Completion of a successful student teaching experience is a requirement in all of the state’s
post-secondary programs and for obtaining licensure in New Mexico. In addition, student teach-
ing is considered a critical component in the development of successful, effective pedagogical
skills, many of which are learned from the supervision of highly qualified and successful teach-
ers. Thus, it is believed that criteria will be developed and utilized to ensure that prospective
teachers are provided a successful experience by associating them with the best teachers avail-
able.
