SUMMARY
Senate Joint Memorial 1 (SJM1) congratulates Mr. Joe Garcia, Governor of Ohkay Owingeh
Pueblo (formerly San Juan Pueblo) for his election as the president of the National Congress of
American Indians (NCAI).

SIGNIFICANT ISSUES
The following was contributed by the Indian Affairs Department:
On November 3, 2005, Governor Garcia was elected president of NCAI at the 62nd annual
convention in Tulsa, Oklahoma. He won the election by a huge margin, receiving 60 percent of
the votes. Governor Garcia is the second pueblo leader from New Mexico to win the office since
NCAI’s inception in 1944. The first was Mr. John Gonzales, a former governor for San Ildefonso
Pueblo.
