SUMMARY

Senate Joint Memorial 1 (SJM1) congratulates Mr. Joe Garcia, Governor of Ohkay Owingeh

Pueblo (formerly San Juan Pueblo) for his election as the president of the National Congress of

American Indians (NCAI).

SIGNIFICANT ISSUES

The following was contributed by the Indian Affairs Department:

On November 3, 2005, Governor Garcia was elected president of NCAI at the 62nd annual

convention in Tulsa, Oklahoma. He won the election by a huge margin, receiving 60 percent of

the votes. Governor Garcia is the second pueblo leader from New Mexico to win the office since

NCAI’s inception in 1944. The first was Mr. John Gonzales, a former governor for San Ildefonso

Pueblo.

Governor Garcia received overwhelming support from New Mexico’s twenty-two Indian Tribes,

Nations and Pueblos in his bid for president of NCAI. Governor Richardson has also publicly

congratulated Governor Joe Garcia on his election.

The National Congress of American Indians is the oldest, largest, and most representative

American Indian and Alaska Native organization in the country. NCAI advocates on behalf of

more than 250 tribal governments, promoting strong tribal-federal government-to-government

policies, and promoting a better understanding among the general public regarding American

Indian and Alaska Native governments, people and rights. A majority of New Mexico’s Indian

Tribes, Nations and Pueblos are members of NCAI.

Governor Garcia has served as NCAI first Vice-President since 2003, two terms as Ohkay

Owingeh’s Lieutenant Governor, and two terms as Governor. A community advocate, Garcia

serves as a school board chairman and is President of TSAY, a tribally owned business, located

in New Mexico.
