SUMMARY
Synopsis of Bill
Senate Bill 703 appropriates $20 thousand from the general fund to the Local Government Divi-
sion (LGD) of the Department of Finance and Administration (DFA) in FY07 for the city of
Santa Fe for operational support of the city municipal recreation complex and the Genoveva
Chavez community center (GCCC) in Santa Fe.
FISCAL IMPLICATIONS
The appropriation of $20 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY07 would revert to
the general fund.
SIGNIFICANT ISSUES
DFA indicated that these funds would assist with increasing the youth programs at the Marty
Chavez recreation complex (MCRC) and GCCC. MCRC would like to increase opportunities
for golf lessons for the youth. GCCC would like to increase opportunities for swimming lessons,
fitness awareness and other youth opportunities. The city of Santa Fe’s youth programs have

been in existence at both locations for at least 5-7years combined. GCCC staff stated this will be
an opportunity for all youths to participate at both locations for youth initiatives. The funds, if
appropriated, would directly benefit the youth programs. Both centers currently serve at least
6,000 youths annually.
ADMINISTRATIVE IMPLICATIONS
The project will be assigned to a project manager in the Community Development Bureau.
