SUMMARY

Synopsis of Bill

Senate Bill 688 appropriates $60,000 from the general fund to Luna Community College (LCC))

for the college to participate in a national youth sports program.

FISCAL IMPLICATIONS

The appropriation of $60,000 contained in this bill is a recurring expense to the general fund.

Any unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall revert

to the general fund.

SIGNIFICANT ISSUES

This request was not on the list of priority projects submitted by the LCC to the New Mexico

Higher Education Department (NMHED) for review and was not included in the department’s

fiscal year 2007 funding recommendation to the Legislature.

The administrative impact of this legislation would fall on Luna Community College.

CONFLICT, DUPLICATION, COMPANIONSHIP, RELATIONSHIP

This bill is related to Senate Bills 687, 693, 694 and 696 which appropriate fund for this program

to New Mexico Highlands University, University of New Mexico, New Mexico State University

and New Mexico State School, respectively.

OTHER SUBSTANTIVE ISSUES

HED provided information indicating that the National Youth Sports Program offered through

LCC provides nutrition and physical education opportunities for 30-35 elementary through high

school students during the summer months. The surrounding communities of Springer, Maxwell,

Wagon Mound, Santa Rosa, and Pecos participate in this program that is geared toward elemen-

tary, middle, and high school students. Exercise and healthy foods are emphasized, while junk

food is discouraged to participants. This program encourages positive attitudes that show a

healthy body leads to a healthy mind for children and young adults and can improve school out-

comes.

HED reports that the National Youth Sports Program Fund (NYSP Fund), d.b.a. National Youth

Sports Corporation (NYSC) is a nonprofit organization established to administer more than 200

NYSP nationwide projects. The NYSC receives a federal grant from the U.S. Department of

Health and Human Services, as well as support from the U.S. Department of Agriculture and the

NCAA. The NYSC distributes subgrants to selected institutions of higher education that provide

qualified personnel, facilities, and services necessary to instruction, skills training, and competi-

tion in a variety of sport activities designed to improve physical fitness and health habits, and

exposure to educational and career opportunities. In addition, participants receive, at no cost to

them, a medical screening, daily transportation, and nutritious meals.

POSSIBLE QUESTIONS

Has LCC contributed financially to the support of this program in previous years. If so, how

was it funded.

Would the requested appropriation be used to contract for program delivery with National Youth

Sports Corporation, or would the funds be used to cover institutional costs related to program

delivery.
