SUMMARY
Synopsis of Bill
Senate Bill 672 appropriates $50,000 from the general fund to the Department of Health for a
film project.
FISCAL IMPLICATIONS
The appropriation of $50,000 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall revert
to the general fund.
SIGNIFICANT ISSUES
According to the Department of Health (DOH), DOH’s Office of School Health within DOH has
undertaken two film projects in the past two years as part of a larger youth mental health anti-
stigma campaign. People with mental illness often do not seek treatment because of the stigma
associated with mental illness. Funds for a film project could be used for public information and
educative measures aimed at selected target groups to improve the public’s knowledge regarding

symptomatology, causes, and treatment options for people with mental illness. Improved knowl-
edge can help reduce prejudice and negative perceptions, and facilitate the social reintegration of
those experiencing mental illness.
DOH notes that SB 672 does not specify the program for which the proposed film project fund-
ing is intended; nor is this appropriation included in the DOH executive budget request.
ADMINISTRATIVE IMPLICATIONS
DOH staff would need to develop a Request for Proposal (RFP) process to contract for the film
project.
