Synopsis of Bill

The Senate Finance Committee Substitute for Senate Bill 639 reauthorizes or re-appropriates,

expands, changes the purpose, extends the expenditure periods, changes administering agencies

and establishes conditions for the reversion of unexpended balances of capital outlay projects

approved by the Legislature in previous years.

Reauthorizations of previous years’ capital projects are generally included in the capital outlay

bill. In 2001, the capital outlay bill was vetoed. However, legislation separating the reauthoriza-

tions from the vetoed capital bill prevented the reversion of funds and provided for the necessary

changes in order for previously funded capital projects to proceed.

This bill includes all House and Senate reauthorization requests that were submitted by the last

day of introduction.
