SUMMARY
Synopsis of Bill
Senate Bill 602 appropriates $50,000 from the general fund to New Mexico Higher Education
Department for the purpose of developing and implementing policy revisions at Luna Commu-
nity College (LCC).
FISCAL IMPLICATIONS
The appropriation of $50,000 contained in this bill is a non-recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall
revert to the general fund.
SIGNIFICANT ISSUES
The existing internal policies for Luna Community College (LCC) faculty and staff have not
been updated since 1992. The policies have to be revised, rewritten, and new polices need to be
created and implemented. The funding from this bill is to assist the college to upgrade and im-
plement their internal policies, and to conduct a salary survey.
According to grants and public relations director, Debbie Trujillo, the intent is for LCC to hire

staff to work closely with the President’s office in conducting a salary survey in order to bring
the compensation schedule in alignment with other New Mexico institutions. The staff will also
review the policies to be updated and prepare the documents for the LCC Board of Directors fi-
nal approval.
This proposal was not submitted to NMHED through research, public service, and special pro-
gram requests by LCC, and is not on the list of NMHED priorities. This request was not included
in the Department’s funding recommendation for FY07.
PERFORMANCE IMPLICATIONS
The funds will provide staff for research on the salary survey and for the policy content. Any un-
expended or unencumbered balance remaining at the end of FY07 shall revert to the General
Fund.
ADMINISTRATIVE IMPLICATIONS
The funding appropriated in this legislation, if enacted, would be administered through New
Mexico Higher Education Department, as opposed to direct funding to Luna Community Col-
lege.
WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL
Costs associated with policy revisions within Luna Community College would need to be funded
through existing funding sources, or others.
