SUMMARY
Synopsis of Bill
Senate Bill 591 appropriates $50,000 from the general fund to the Department of Health for ex-
penditure in fiscal years 2006 and 2007 to fund expansion of the south valley male involvement
program to additional public schools.
FISCAL IMPLICATIONS
The appropriation of $50,000 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall revert
to the general fund.
SIGNIFICANT ISSUES
According to the Department of Health (DOH), the DOH Family Planning Program and Region
3, coordinating with community partners, launched the South Valley Male Involvement Project

from the Alamosa Public Health Office in April 2004. Approximately 6,000 males received ser-
vices through local health offices, seven public and charter schools, community-based organiza-
tions, and detention centers.
The DOH notes that the South Valley Male Involvement Project provides education, outreach
and clinical services for men of all ages, with the goal of preventing teen pregnancy, HIV/STDs,
and violence. Two full-time health educators provide direct education using the evidence-based
Wise Guys curriculum for 11-17 year-olds. It emphasizes male responsibility in personal health,
relationships, and sexuality. The project was modified for New Mexico cultures with an empha-
sis on preventing adolescent pregnancy. The project’s community outreach activities include
interns and peer educators helping to organize teen dances,
basketball tournaments,
community theater,
a social marketing campaign,
rap music performances and recordings, and
an outreach effort through barbers/hair stylists to refer young men to the project.
Currently, the South Valley Male Involvement Project receives $125,000 per year in federal
funds. The appropriation in SB 591 is not part of the DOH executive budget.
PERFORMANCE IMPLICATIONS
DOH notes that SB 591 falls within the 2007 Department of Health Strategic Plan, Program Area
1, Public Health, Goal 2, Reduce Teen Pregnancy.
The Public Education Department (PED) suggests that male involvement programs could en-
hance school attendance and graduation rates as well as increase the number of students perform-
ing at grade level in math and reading.
