SUMMARY
Synopsis of Bill
Senate Bill 587 appropriates $50 thousand from the general fund to the Indian Affairs
Department for the purpose of a film festival for Latino and Native American film makers.
FISCAL IMPLICATIONS
The appropriation of $50 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY07 shall revert to
the general fund.
SIGNIFICANT ISSUES
Indian Affairs notes that in New Mexico, the production of film and television is burgeoning and
becoming a major economic development factor. A film festival for Latino and Native
American film makers could promote the capabilities and expertise now being developed in the
State. However, the IAD fears it may not have the marketing expertise to sponsor a film festival

and that the Department of Tourism or the Economic Development Department may be a better
choice with IAD functioning in a secondary role.
