SUMMARY
Synopsis of Bill
Senate Bill 584 appropriates $500 thousand from the general fund to the Indian Affairs
Department for the purpose of improving quality of life for persons with disabilities.
FISCAL IMPLICATIONS
The appropriation of $500 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY07 shall revert to
the general fund.
SIGNIFICANT ISSUES
The Governor’s Commission on disability reports:
There are over 400,000 people who self report having a disability in the state of New
Mexico, about 22 percent of the population
300,000 voting age people in New Mexico report having a disability

26 percent of Native Americans living on reservations or pueblos report having a
disability
The Commission indicates the funding will flow to organizations that will implement quality of
