SUMMARY
Synopsis of Bill
Senate Bill 552 appropriates $108 thousand from the general fund to ALTSD for the purpose of
funding naturally occurring retirement communities and to contract with a collaboration of
community service providers to provide services to seniors wishing to remain in their own homes
in Rio Rancho.
FISCAL IMPLICATIONS
The appropriation of $108 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY07 shall revert to the
general fund. This appropriation increases the recurring budget of the Aging Network that is dis-
tributed through ALTSD.
SIGNIFICANT ISSUES
ALTSD indicates the purpose of the grant is to develop and assess an innovative service delivery
model to enable senior citizens to avoid premature institutionalization through supportive in-

home services. The project includes provisions for an array of community-based physical, men-
tal health and medical services, targeted to populations living in naturally occurring retirement
communities. Services are currently provided by the Jewish Family Service of New Mexico in
Albuquerque. The model is a “grassroots” effort with each local community to develop services
and supports tailored to each community’s needs. The model was initiated in Albuquerque and
Rio Rancho and has expanded to Ft. Sumner.
ADMINISTRATIVE IMPLICATIONS
ALTSD states it has the capacity to implement the funding with existing staff and systems and
will need to develop a Request for Proposal and provide contract oversight for local providers.
RELATIONSHIP
Senate Bill 552 relates to House Bill 129 (item #7), which appropriates $100 thousand to
ALTSD for statewide senior citizens programs and to Senate Bill 251, which appropriates $350
thousand to ALTSD to fund a federal project known as naturally occurring retirement communi-
ties, or NORC.
