SUMMARY

Synopsis of Bill

Senate Bill 530 appropriates $75,000 from the general fund to New Mexico State University to

support the viticulture program.

FISCAL IMPLICATIONS

The appropriation of $75,000 contained in this bill is a recurring expense to the general fund.

Any unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall revert

to the general fund. These funds would augment a recurring appropriation of $72,000 provided

for this purpose in the General Appropriation Act. Additionally, a non-recurring appropriation

of $80,800 was made for the viticulture program in Chapter 34, Laws of 2005 (Senate Bill 190).

SIGNIFICANT ISSUES

This proposal was apparently not included among the special program funding requests submit-

ted by the NMSU to the Higher Education Department (HED) for review. Consequently, this

proposal has not been included in the HED fiscal year 2007 funding recommendations to the

Legislature.

NMSU reports that this request adds funding for one extension faculty position and one-half

clerical support staff, along with funding for supplies and operating expenses including travel

within the state.

ADMINISTRATIVE IMPLICATIONS

No significant administrative impact is apparent.

CONFLICT, DUPLICATION, COMPANIONSHIP, RELATIONSHIP

Senate Bill 530 and House Bill 469 are duplicate measures.

OTHER SUBSTANTIVE ISSUES

NMSU reports that the viticulture program responds to New Mexican grape growers’ and wine

producers’ needs for practical information and recommendations for growing and managing their

business. The viticulturist program will help achieve the university’s extension education and

research mission/role in the state. The program would be highly integrated with many institu-

tions, including NMSU academic programs, New Mexico Department of Agriculture, Small

Business Development Centers, county governments, tribal governments, Soil and Water Con-

servation Districts, agricultural producers associations, agribusinesses, and state and federal

agencies.
