SUMMARY

Synopsis of Bill

Senate Bill 484 appropriates $300,000 from the general fund to the Children, Youth and Families

Department to provide programs for homeless children in Doña Ana County.

FISCAL IMPLICATIONS

The appropriation of $300,000 contained in this bill is a recurring expense to the general fund.

Any unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall revert

to the general fund.

SIGNIFICANT ISSUES

This proposal was not included in the department’s budget request and is not part of the Execu-

tive recommendation.

The bill does not specify the nature and type of programs to be funded through the appropriation.

According to the Children, Youth and Families Department, the New Mexico Coalition for

Homeless has estimated that there are 17,000 homeless individuals in the state. The estimate in-

cludes 3,400 of these that are children. A family not able to adequately meet the children’s basic

needs maybe reported to CYFD for neglect.
