SUMMARY
Synopsis of Bill
Senate Bill 418 appropriates $1.4 million from the general fund to New Mexico State University
for its Engaging Latino Communities for Education (ENLACE) program. No restrictions or ob-
jectives are given regarding the uses of the appropriation.
FISCAL IMPLICATIONS
The appropriation of $1.4 million contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of FY07 shall revert to the gen-
eral fund. The same appropriation request was contained in Senate Bill 972 in the 2005 Session,
which was funded at the level of $712.5 for 2006. The funding request from NMSU for this pro-
gram was included in the HED budget request at the level of $700.0.

RELATIONSHIP
Senate Bill 36 and House Bill 209 each appropriate $400.0 to New Mexico State University.
Senate Bill 35 and House Bill 169 also appropriate $300.0 to New Mexico State University, but
also appropriate the same amount to the University of New Mexico and the Santa Fe Community
College.
SIGNIFICANT ISSUES
ENLACE stands for “ENgaging LAtino Communities for Education.” ENLACE New Mexico
was established in 2000 with the assistance of a grant awarded by the W.K. Kellogg Foundation
as part of a national initiative to improve the educational participation and graduation rates of
Latino students through enhanced community involvement.
The New Mexico Higher Education Department notes that academic achievement and dropout
data show a significant gap between Latino students and other student groups in New Mexico
public schools. The ENLACE program seeks to increase the six-year graduation rate for His-
panic students and increase enrollment rates for Hispanic students at higher education institu-
tions.
