SUMMARY

Synopsis of Bill

Senate Bill 412 appropriates $500.0 from the general fund to the Local Government Division

(LGD) of the Department of Finance and Administration (DFA) in FY07 to provide for services

at a health services facility that provides health care treatment and counseling for women and

families in Santa Fe.

FISCAL IMPLICATIONS

The appropriation of $500 thousand contained in this bill is a recurring expense to the general

fund. Any unexpended or unencumbered balance remaining at the end of FY07 would revert to

the general fund.

SIGNIFICANT ISSUES

DFA indicated the Department of Health (DOH) works with individuals, families, and communi-

ties around New Mexico to achieve optimal health care and counseling for all citizens. DOH

provides public leadership by developing health policies; sharing their expertise with the various

communities around the state; assuring access to coordinated systems of care; and, delivering

services to promote health and prevent disease, injury, disability, and premature death. DOH has

developed and presented an outstanding Strategic Plan for Fiscal Year 2007 which addresses the

issues presented in this legislation.

DOH noted that this appropriation would be in addition to any award from the competitive

statewide Rural Primary Health Care Act (RPHCA) RFP process. DOH noted that the bill does

not specify a particular provider.

ADMINISTRATIVE IMPLICATIONS

DFA indicated the Department of Health has better staff in place to administer this type of fund-

ing.

TECHNICAL ISSUES

DFA suggested this bill would be significantly improved if the administration of the funding was

done by DOH.
