SUMMARY
Synopsis of Bill
Senate Bill 406 appropriates $1,000,000 from the general fund to the Board of Regents of New
Mexico Highlands University for the purposes of training teachers, student leadership develop-
ment and family education programs for at-risk Hispanic teens.
FISCAL IMPLICATIONS
The appropriation of $1,000,000 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall revert
to the general fund.

This request was not in the list of projects submitted by New Mexico Highlands University to the
Higher Education Department. It was not reviewed by the Higher Education Department or rec-
ommended in their budget request.

House Bill 280 is a duplicate of this bill.
OTHER SUBSTANTIVE ISSUES
According the Higher Education Department, it is unclear how this program differs from other
New Mexico programs that are intended to prepare students for college and how it would serve
additional students who are in need of support and academic intervention. New Mexico college
preparation programs include: Gaining Early Awareness and Readiness for Undergraduate Pro-
grams (GEAR-UP), Engaging Latino Communities for Education (ENLACE), New Mexico
Math, Engineering, Science Achievement (NM MESA), Science, Engineering, Mathematics, and
Aerospace Academy (SEMAA).
