SUMMARY
Synopsis of Bill
House Bill 405 appropriates $55,000 from the General Fund to the Board of regents of NMSU
for expenditure in FY 2007 to hire appropriate staff to support outreach and retention of student s
in Chicano programs.
FISCAL IMPLICATIONS
Since this appropriation specifically mentions hiring of staff, it is a recurring expense to the
General Fund. .
Any unexpended or unencumbered balance remaining at the end of FY 2007 shall revert to the
General Fund.

SIGNIFICANT ISSUES
This request was not on the list of priority projects submitted by NMSU to the New Mexico
Higher Education Department (HED) and was not included in the HED funding
recommendation for FY07.
The NMSU analysis indicates the funds will be used to hire an Associate Director of Chicano
Programs, to support outreach and retention of students in Chicano Programs. The Associate
Director will provide information on academic preparation for admission to four-year degree
programs, scholarships and financial aid information
