SUMMARY
Senate Bill 372 appropriates general fund to PED to develop and promote teen after-school pro-
gram models using private-public partnership for use in local school districts.
FISCAL IMPLICATIONS
Senate Bill 372 appropriates $50.0 from the general fund and is recurring. Any unexpended or
unencumbered balance remaining at the end of fiscal year 2007 shall revert to the general fund.
SIGNIFICANT ISSUES
According to PED, the program would encourage students to stay on campus for academic, in-
tramural or other recreational projects.
PERFORMANCE IMPLICATIONS
The PED indicates that according to the Food Research and Action Center; after school programs
have been proven to decrease juvenile crime and violence, reduce drug use and addiction, cut
smoking and alcohol abuse and decrease teen pregnancy.

ADMINISTRATIVE IMPLICATIONS
If SB 372 is enacted, the PED would require staff to set up a flow through account for the appro-
priation, develop a delivery system and provide technical assistance and fiscal monitoring of the
funds.
