SUMMARY

Synopsis of Bill

Senate Bill 366 appropriates $125 thousand from the general fund to Economic Development

Department to support the ongoing collaboration between the University of New Mexico’s De-

sign and Planning Assistance Center (DPAC) and the Economic Development Department’s

New Mexico MainStreet program. The bill declares an emergency.

FISCAL IMPLICATIONS

The appropriation of $125 thousand contained in this bill is a recurring expense to the general

fund. Any unexpended or unencumbered balance remaining at the end of a fiscal year shall not

revert to the general fund.

SIGNIFICANT ISSUES

The MainStreet program works with the University of New Mexico’s Design and Planning As-

sistance Center (DPAC) to assist MainStreet communities in designing and planning community

improvement projects.

EDD indicates that this appropriation would continue and expand a successful collaboration be-

tween UNM’s DPAC and EDD’s MainStreet program. An increasing number of communities

need design and planning assistance as a critical part of their comprehensive revitalization pro-

grams. By providing communities with technical assistance in architecture, landscape architec-

ture and planning, the partnership generates well-planned local public improvement projects that

efficiently use capital outlay and other public and private financing resources.

ADMINISTRATIVE IMPLICATIONS

There would be minimal impact on EDD because the appropriation would pass through the de-

partment to the University of New Mexico.

CONFLICT, DUPLICATION, COMPANIONSHIP, RELATIONSHIP

SB 366 is similar to HB 445 and SB 168, which both appropriate $125 thousand to DFA, Local

Government Division for the same purpose.

According to EDD, not enacting this bill would result in 6 communities this year forego the

benefit of assistance in designing and planning their community improvement projects.
