SUMMARY

Synopsis of Bill

Senate Bill 285 appropriates $18,000 from the general fund to the Board of Regents of the Uni-

versity of New Mexico for expansion of the university’s New Mexico Historical Review journal.

FISCAL IMPLICATIONS

The appropriation of $18,000 contained in this bill is a recurring expense to the general fund.

Any unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall revert

to the general fund.

SIGNIFICANT ISSUES

This proposal was submitted to the New Mexico Higher Education Department (NMHED)

through Research, Public Service and Special Program Requests by UNM in the amount of

$18,500. NMHED has recommended funding in the amount of $18,500. This request is 12

ority on the list of research and public service projects for UNM.

According to the Higher Education Department, the journal’s budget has been incrementally re-

duced since FY00. This request brings the annual budget amount to $100,000 from $81,500 in

FY06.

DUPLICATION

Senate Bill 415/FCS appropriates the same amount for the same purpose.

OTHER SUBSTANTIVE ISSUES

According to the Higher Education Department, since the funding for the New Mexico Historical

Review has been decreased in the last few years, the publication has not been able to hire as

many graduate students. The value of having graduate students on staff is for them to learn the

scholarly and editorial process, as well as having the opportunity to attend conferences as part of

the education process. With reduced funding the journal loses its standing as an academic asset

to the university.
