SUMMARY
Senate Bill 277, “Family Violence Prevention Program” appropriates $36,000 from the general
fund to the 2
nd
Judicial District Court for the purpose of funding two family violence prevention
programs: the “Say No to Abusing Power,” (SNAP) program and the “Program for the Empow-
erment of Girls,” (PEG).
FISCAL IMPLICATIONS
The appropriation of $36,000 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall revert
to the general fund.
SIGNIFICANT ISSUES
It is not clear for what specifically the requested funds would be used or how the proposed
amounts of funding were decided upon.

AOC reports the programs intervene in delinquency cases of juveniles involved in domestic vio-
lence situations to provide community-based alternatives to traditional sentencing and incarcera-
tion in an effort to end the cycle of violence, crime and abuse.
The bill is included in the judiciary unified budget.
PERFORMANCE IMPLICATIONS
This program is already operated at the 2
nd
Judicial District and does not have associated per-
formance measures.
Performance measures for the program expansion have not been proposed.
The AOC reports that, although recidivism statistics are not yet available for the programs, it is
hoped they will break the cycle of violence, crime, and abuse frequently observed with juveniles
involved in domestic violence situations.
ADMINISTRATIVE IMPLICATIONS
Increasing the funding for this program will increase the responsibilities for the oversight for this
program.
