Synopsis of SFC Amendment
The Senate Finance Committee Amendment strikes the appropriation.
Synopsis of Original Bill
Senate Bill 227 transfers the New Mexico Film Museum from the Tourism Department to the
Department of Cultural Affairs. The bill proposes to change the composition of the museum’s
Board of Trustees. The bill contains an appropriation.
The DCA supports this initiative and state’s that it would be most effective and appropriate un-
der the overview of the department.
FISCAL IMPLICATIONS
Senate Bill 227 appropriates $200.0 from the general fund and is recurring. Any unexpended or
unencumbered balance remaining at the end of FY07 shall revert to the general fund. The fund-

ing is not included in the current House Appropriations and Finance Committee budget
recommendation.
SIGNIFICANT ISSUES
The appropriation would fund to support an executive director for the museum who would be the
administrator for the program and serve as the primary liaison with the Board of Trustees.
OTHER SUBSTANTIVE ISSUES
According to DCA, the department has many programs and services in place to assist in the de-
velopment of a new museum, such as exhibits design and fabrication, education and outreach,
collections management and conservation, marketing and promotion, security and admissions,
and a museum press.
