SUMMARY

Synopsis of Bill

Senate Bill 184 appropriates $75,000 from the general fund to the Board of Regents of New

Mexico State University for the New Mexico Department of Agriculture to promote and develop

New Mexico farmers’ markets.

FISCAL IMPLICATIONS

The appropriation of $75,000 contained in this bill is a recurring expense to the general fund.

Any unexpended or unencumbered balance remaining at the end of fiscal year 2007 will revert to

the general fund.

The sum of $71,300 was appropriated for this purpose in Chapter 34, Laws of 2005 (Senate Bill

190.) The Legislative Finance Committee funding recommendation for fiscal year 2007 has in-

cluded this amount as a component of a block-grant appropriation to NMSU for special project

expansion. The Executive recommendation does not include funding for this item. Therefore,

depending on which recommendation is adopted, the appropriation in this bill will either result in

the augmentation of the funding contained in HB 2 or continuation at about the same level as

provided for FY06.

SIGNIFICANT ISSUES

This request was not included on the list of priority projects submitted by New Mexico State

University to the Higher Education Department (HED) for review. Consequently, this proposal

was not considered by HED for possible recommendation to the Legislature.

ADMINISTRATIVE IMPLICATIONS

The New Mexico Department of Agriculture has administered the funding provided in previous

years for this purpose. No significant administrative impact is anticipated.

CONFLICT, DUPLICATION, COMPANIONSHIP, RELATIONSHIP

House Bill 83 and Senate Bill 184 are duplicate measures.

This bill is related to an appropriation to NMSU contained in the General Appropriation Act.
