SUMMARY
Senate Bill 176 appropriates from the general fund to DCA for the production of a documentary
film on the history of the Camino Real.
FISCAL IMPLICATIONS
Senate Bill 176 appropriates $600.0 from the general fund. Any unexpended or unencumbered
balance remaining at the end of fiscal year 2007 shall revert to the general fund.
SIGNIFICANT ISSUES
According to DCA, this is a proposal from the Encuentros Institute. The writer/producer of the
documentary is Steve Jimenez, an experienced filmmaker, in association with Estevan Rael-
Galvez, State Historian and Gabrielle Palmer of the Encuentros Institute.
PERFORMANCE IMPLICATIONS
According to DCA, this project correlates appropriately with the department’s Camino Real In-
ternational Visitor Center, especially if the finished documentary were used to interpret and con-
textualize the existing and special exhibits at the Center. This documentary film would comple-

ment the state-of-art exhibits at the Heritage Center and would enhance the interpretation of this
important historical resource that transcends time and international boundaries.
ADMINISTRATIVE IMPLICATIONS
The department does not have the staff to produce such a film, the production would be con-
tracted. The department’s responsibility would be to adhere to the State procurement code and
ensure programmatic and fiscal accountability.
