Synopsis of Bill
Senate Bill 131 appropriates $10,000,000 from the general fund to the Office of the State Engi-
neer for expenditure in fiscal years 2006 and 2007 to pay the costs of water rights adjudications.
FISCAL IMPLICATIONS
The appropriation of $10,000,000 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall revert
to the general fund.
According to the Office of the State Engineer (OSE),
the current operating budget in the state
engineer’s litigation & adjudication program is $6,713,000 for recurring expenses in adjudicating
