SUMMARY

Synopsis of Bill

Senate Bill 126 appropriates $135,000 from the general fund to the Board of Regents of New

Mexico State University (NMSU) to establish a Southern New Mexico Center on Aging with the

College of Health and Social Services.

FISCAL IMPLICATIONS

The appropriation of $135,000 contained in this bill is a recurring expense to the general fund.

Any unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall revert

to the general fund.

SIGNIFICANT ISSUES

This proposal was not included among the NMSU Board of Regents-approved special project

expansion proposals submitted to the Higher Education Department (HED) for review. There-

fore, it has not been recommended by HED for consideration during the fiscal year 2007 funding

cycle.

CONFLICT, DUPLICATION, COMPANIONSHIP, RELATIONSHIP

Senate Bill 126 and House Bill 157 are duplicate measures.

OTHER SUBSTANTIVE ISSUES

Information provided by NMSU indicates that the proposed center would work with communi-

ties in southern New Mexico (private, public and governmental agencies) to identify issues per-

taining to aging and Alzheimer’s and to seek solutions to those problems. This proposal was ap-

parently developed in conjunction with the Alzheimer’s Association of New Mexico. The likely

uses for the requested funds will be for an Aging Center Coordinator and part time secretary sal-

ary and benefits, start-up costs, travel, supplies, administrative staff with benefits, and initially

$25,000 to support 5 initial faculty research projects.
