SUMMARY
Synopsis of Bill
Senate Bill 123 appropriates $90.0 from the general fund to the New Mexico Corrections De-
partment for the purpose of life skills and parenting skills programs at the Camino Nuevo facil-
ity.
FISCAL IMPLICATIONS
The appropriation of $90.0 contained in this bill is a recurring expense to the general fund. Any
unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall revert to the
general fund.
NMCD currently has submitted a Request for Proposals (RFP) on the operating of the Camino
Nuevo facility for security level one and two female inmates. The RFP includes in the per diem
life and parenting skills programming for the female inmates.

SIGNIFICANT ISSUES
NMSC states the proposed legislation will provide programming to help female inmates transi-
tion back to their communities and families following incarceration.
Adult Parole Board states the proposed legislation will provide for life and parenting skills, but it
does not identify the specifics of these programs. Adult Parole Board states the proposed legisla-
tion does not appear to arrange for training to occur in subsequent years.
PERFORMANCE IMPLICATIONS
NMCD states effective life and parenting skills programs could result in a minimal decrease in
recidivism. NMCD also states effective life and parenting programs could have minimal impact
on inmate and correctional officer relations, which could make the correctional officers’ jobs less
difficult.
ADMINISTRATIVE IMPLICATIONS
NMCD states effective life and parenting skills programs could result in decrease staff work-
loads due to decreases in recidivism.
