SUMMARY
Synopsis of Bill
Senate Bill 114 appropriates $2 million from the general fund to the Public Education Depart-
ment for the purchase and installation of televisions and VCR-DVD players for educational pro-
gramming in rural school buses used on rural bus routes that are at least 30 miles one way.
The bill directs the department to promulgate rules guiding the type of educational programming
that may be shown on school buses.

FISCAL IMPLICATIONS
Issuing RFP’s and managing the contract for the purchase and installation of the television
equipment as well as conducting and completing the rule making process to include public hear-
ings will require substantial resources within the agency.
Installing this type of equipment on a bus in a rural area may subject the equipment to harsh con-
ditions from rough roads. Maintenance costs are not included in the appropriation. These costs
are considered to be ongoing year to year.
The appropriation of $2 million contained in this bill is a nonrecurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall
revert to the general fund.
