SUMMARY
Synopsis of Public Affairs Committee Amendment
The Public Affairs Committee amendment to Senate Bill 68 amends the proposed legislation to
remove the word “annual” from page one line, 11, 18, 20 and page two, line three. The amend-
ment removes the wording “adjutant general” on page one, line 19, and replaces it with “director
of the civil air patrol division”. The amendment removes the word “department” from page two,
line two, and replaces it with “civil air patrol division of the”. Also, the amendment removes the
following language “members of the civil air patrol division shall complete the course during
each twelve-month period of service”.
Synopsis of Original Bill
Senate Bill 68 appropriates $50.0 from the general fund to Department of Military Affairs for the
purpose of developing and implementing an annual in-service training program for members of

the civil air patrol division in accordance with Section 20-7-3 NMSA 1978 which states the Ad-
jutant General may prescribe regulations for the civil air patrol division. The proposed legisla-
tion states members of the civil air patrol division are to complete the course during each 12
months of service.
FISCAL IMPLICATIONS
The appropriation of $50.0 contained in this bill is a recurring expense to the general fund. Any
unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall revert to the
general fund.
SIGNIFICANT ISSUES
DMA reports they provide administrative support to the New Mexico Civil Air Patrol wing, but
there is no support for training. DMA states the proposed legislation would provide for funding
to enhance training and readiness by providing support for aircraft operation of maintenance and
fuel; vehicle operation of maintenance and fuel; training materials; and procurement of equip-
ment.
PERFORMANCE IMPLICATIONS
DMA states antidotal evidence fully supports the idea that additional funding would improve
readiness and training of the Civil Air Patrol.
ADMINISTRATIVE IMPLICATIONS
DMA reports the department is capable of supporting this proposed legislation with existing
staff.
