SUMMARY

Synopsis of Bill

Senate Bill 39 appropriates $500,000 from the general fund to the Board of Regents of New

Mexico State University to support preparation and professional development of United States

and Mexico border area education administrators in the statewide demonstration school leader-

ship program.

FISCAL IMPLICATIONS

The appropriation of $500,000 contained in this bill is a recurring expense to the general fund.

Any unexpended or unencumbered balance remaining at the end of 2007 shall revert to the gen-

eral fund.

SIGNIFICANT ISSUES

NMSU requested $500,000 from the New Mexico Higher Education Department's research, pub-

lic service, and special programs for FY07 as well as a $200,000 funding expansion.

This proposal was not included as a line-item in either the Executive budget request or the LFC’s

budget recommendations.

PERFORMANCE IMPLICATIONS

The Higher Education Department noted that no data was provided on the number of administra-

tors to be served, the specific professional development activities that will be utilized, how in-

formation on best administrative practices will be disseminated around the state, how administra-

tors will be kept accountable for what they have learned, or how this bill will help student

achievement.

ADMINISTRATIVE IMPLICATIONS

According to the Public Education Department collaboration with NMSU for this program will

require some personnel time. This will be in terms of communication and input. The time

commitment of the person designated by the PED to function in this liaison role should be mini-

mal.

DUPLICATION AND RELATIONSHIP

A duplicate of Senate Bill 39 (House Bill 178) was introduced by Representative Mary Helen

Garcia in the House. SB42 and HB86 (duplicate bills) also request $500,000 for professional

development for school leadership in school improvement strategies along the New Mexico-

Mexico border.

OTHER SUBSTANTIVE ISSUES

Statewide Demonstration School Leadership Program (also known as Center for Border and In-

digenous Educational Leadership) appropriates $500,000 from the General Fund to the Board of

Regents of New Mexico State University to provide a statewide demonstration school leadership

program. The mission of the Center for Border and Indigenous Educational Leadership is to im-

prove education in the U.S. Mexico border communities through preparation and professional

development of U.S. Mexico border administrators.

POSSIBLE QUESTIONS

How are the duplicate bills Senate Bill 39 and House Bill 178 different from the duplicate bills

Senate Bill 42 and House Bill 86. All four of these bills are for the same amount, and the agency

analyses indicate they will go to the same entity for what appears to be the same purpose.
