to the study.
Synopsis of House Memorial 19
House Memorial 19 requests that Eastern New Mexico University at Roswell, Hagerman mu-
nicipal schools, Dexter Consolidated Schools and Lake Arthur Municipal Schools study the fea-
sibility and effectiveness of an early college high school initiative. The results of the study are to
be presented to the Legislative Education Study Committee (LESC) by September of 2006.
Copies of this memorial are to be transmitted to each of the entities involved in the study.
FISCAL IMPLICATIONS
HM 19 contain no appropriation. Presumably, expenses for conduct of the study will be borne
by the school districts involved and the Roswell Branch of Eastern New Mexico University.
SIGNIFICANT ISSUES
Support information for the memorial cites the lack of preparedness for success in a university
environment of certain groups of students. According to data in the e memorial, first generation
college students are nearly twice as likely not to complete college as those students with college-
educated parents, and lower-income students are seven times more likely not to complete a
bachelor's degree than upper-income students. For these and other related reasons and to ensure
that students from the area succeed at the post-secondary level, the memorial urges that the
school districts affected study the feasibility and effectiveness of an early college high school
initiative; develop a survey of staff, students, parents and community members to gauge expecta-
tions, satisfaction and local needs; monitor curricula to ensure high academic standards, align-
ment and effectiveness of instruction; and evaluate current curricula to ensure adequate prepara-
tion of middle and high school students for participation in an early college high school initia-
tive.
