SUMMARY
Synopsis of Bill
House Joint Memorial 74 requests an interagency committee to study ways to address the pov-
erty-related problems of New Mexico African-Americans. The proposed committee would con-
sist of :
•
the Secretary of the Children, Youth and Families Department,
•
the Director of the Office of African-American Affairs,
•
the Secretary of the Department of Health,
•
the Secretary of the Human Services Department,
•
and the Secretary of the Aging and Long-term Services Department.
The proposed committee would study the policies and procedures that are in place to address
poverty among the African-American residents of New Mexico, the adequacy of the policies and
procedures and the adequacy of early childhood, health and educational services for Afri-
can-American children.
The proposed committee would work with New Mexico community organizations having an in-
terest in the well-being of African-Americans, particularly African-American children in New
Mexico. The committee would be responsible for developing recommendations for funding and
program and policy development. It would present these recommendations to the Legislative
Education Study Committee and the Welfare Reform Oversight Committee prior to December 1,
2006.
The bill does not contain an appropriation. Presumably, the agencies and other entities involved
will cover costs of the study from existing resources.
