SUMMARY
Synopsis of Bill
House Joint Memorial 62 directs the NMSU Cooperative Extension Service (CES) and Southern
New Mexico ENLACE to explore ways to integrate the ENLACE parent university workshops
into their scope of work to assist Hispanic parents to become “coaches” and “advocates” for their
children’s success and excellence.

OTHER SUBSTANTIVE ISSUES
The Southern New Mexico ENLACE program currently has curriculum that teaches Hispanic
parents to be coaches and advocates for their children. The curriculum provides guidance to par-
ents about how they can create an educational environment for their children at home. ENLACE
would like to explore creative ways of reaching parents by partnering with CES because their
presence throughout the state will support the outreach effort. The collaboration would consist of
training and supporting CES agents to teach the ENLACE parent curriculum.
NMSU CES states that the Southern New Mexico ENLACE program and CES will work to inte-
grate many of the best practices identified in the literature to enhance the programs offered to
Hispanic families and youth. For example, 4-H youth development is an organization offering
programming which provides the type of positive development framework for youth which is
best suited to providing positive personal and social assets. 4-H is the largest youth development
organization in the nation, with more than 5 million member ages 5-19 and 600,000 leaders.
NMSU Cooperative Extension 4-H program currently reaches 80,000 youth ages 5-19 and 6,000
volunteer leaders.
