SUMMARY
Synopsis of Bill
House Joint Memorial 51 recognizes:
1.
The children, youth and families department has entered into contracts with organizations
that provide family services, including adoption services, pregnancy counseling, foster
care treatment and placement, case management and family stabilization; and although
those family services are often interrelated, they are often provided by separate organiza-
tions in separate locations.
2.
The separate locations of family service providers might complicate access to family ser-
vices and ultimately discourage families from using all of the family services available.
3.
A common location for the provision of family services by organizations that enter into
contracts with the children, youth and families department might improve access to and
encourage greater use of family services by families throughout the state;
House Joint Memorial 51 resolves:
1.
That the children, youth and families department be requested to conduct a study to ex-
amine the feasibility of creating a comprehensive social service center, from which dif-
ferent organizations that enter into contracts with that department could provide family
services.
2.
That the children, youth and families department be requested to provide a written report
of its findings and recommendations to the appropriate legislative interim committee by
November 2006;
3.
That the children, youth and families department be requested to file copies of that writ-
ten report in duplicate with the legislative council service library; and BE

That a copy of this memorial be transmitted to the secretary of children, youth and fami-
lies.

There is no appropriation attached to the activity requested by this memorial

coordination of, family services throughout the state by both client families and CYFD contract-

CYFD will absorb the costs associated with the research and reporting of the activities of this
study.

The memorial does not reference whether the social service center is a “bricks and mortar” facil-
ity, or a virtual/web based center. Many states, counties, and cities have a virtual or web based
