Synopsis of Joint Memorial
House Joint Memorial 13 establishes the month of June as
Spay and Neuter Awareness Month in the
state of New Mexico. This legislation is needed in order to increase spaying and neutering of both com-
panion as well as homeless animals throughout the State due to the high number of actual unwanted off-
spring as well as the associated costs involved with euthanasia of these animals (estimated at $15 million
last year).
FISCAL IMPLICATIONS
While there is not a specified level of funding for this joint memorial, it should be noted that this
joint memorial mentions the need for an unspecified level of funding to provide spaying neuter-
ing service to low-income families in the State.
SIGNIFICANT ISSUES
In the past, spaying and neutering campaigns have served to reduce both the numbers as well as
the associated costs of euthenizing
