committees of the NM Legislature. The LFC does not assume responsibility for the accuracy of these reports
if they are used for other purposes.
Current FIRs (in HTML & Adobe PDF formats) are a vailable on the NM Legislative Website (legis.state.nm.us).
Adobe PDF versions include all attachments, whereas HTML versions may not. Previously issued FIRs and
attachments may be obtained from the LFC in Suite 101 of the State Capitol Building North.

SUMMARY
Synopsis of House Joint Memorial
House Joint Memorial 10 requests that the LESC, Public Education Department (PED), Higher
Education Department (HED) and instructional leaders in the field of educational leadership
study the standards by which the PED approves school leadership programs to ensure that gradu-
ates of these programs have the necessary knowledge and skills to manage instructional im-
provement and positively impact student achievement.
The joint memorial also requests a report to the LESC by October 2006.
FISCAL IMPLICATIONS
There is no fiscal impact on the PED or public schools. The PED can absorb any administrative
implications of the memorial.
SIGNIFICANT ISSUES
PED notes the study is rather narrowly focused on the standards the PED uses to approve school
leadership programs. The study might include the steps that colleges and universities take to
meet the standards of the PED.
In addition to PED and HED, the Office of educational accountability shoild be considerd as a
partner in this study.
