Judicial District Document Management” appropriates $1,200,000 from the
general fund to the 2
nd
Judicial District Court ($900,000) and Bernalillo County Metropolitan
Court ($300,000) for the purpose of funding an electronic document management system
(EDMS) in the second judicial district court and to Bernalillo County metropolitan court for “co-
ordination with the second judicial district court.” The bill specifies that any unexpended or un-
encumbered balance at the end of FY 07 shall revert to the general fund and makes funding con-
tingent upon an “approved, detailed project plan that includes electronic document filing and
other document management functions.” The effective date of the Act would be July 1, 2006.
FISCAL IMPLICATIONS
The appropriation of $1,200,000 contained in this bill is a nonrecurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall
revert to the general fund.
SIGNIFICANT ISSUES
This appropriation was included in House Bill 2 during the 2005 Legislative Session and lan-
guage to extend the appropriation enacted during the 2005 Session is contained in the version of
the FY07 General Appropriation Act which passed the House.
